| Brief
account of the activities of the HSD: |
| The Housing and Settlement Directorate
has successfully carried out numerous refugee rehabilitation
schemes, low and middle income housing projects and squatter
resettlement projects. It has so far established 34 housing
estate throughout the country with all civic and infrastructure
facilities. These housing estate consists of residential and
rehabilitation plots, flats, core houses, shops, commercial
industrial and institutional plots, health centers, schools,
mosques, parks, play grounds etc. |

| Achievement of HSD during
the pre-liberation period, 1958-1971: |
| In 1958, the then government took
up refugee rehabilitation schemes primarily in Dhaka, Chittagong,
Rajshahi and Khulna consideringhuge concentration of refugee
families in these cities. Subsequently, similar refugee rehabilitation
projects weretaken up at Jessore, Dinajpur, Kushtia, Mymenshing,
Comilla, Ishwardi, Saidpur and Rajshahi.
Three types of housing facilities were provided in the above
mentioned projects and were distributed to the various target
groups according to their affordability.
a) Nucleus of 9`-6�*12`-0`` size with one room,
one latrine and the boundary wall over a plot of 1.75 katha.
The price of each house varied from tk. 1700 to tk.5400 at
different times payable in monthly installment over a period
of 15 years.
b) Flats of 200 to 600 sft. Area the cost of which was tk.
5000 and tk. 12000 respectively payable in installments.
c) Services plots of 144 to 600 square yards where allottees
can build their own houses. The cost of the plot was payable
in installments.

| Achievement during post-liberation
period 1972-2001: |
The urban population started to
increase rapidly after the liberation of Bangladesh in 1971.
As a result housing problem became more acute in the larger
cities and towns especially for low and middle-income group
of people. In order to cater to the needs of these people, the
HSD took up sami pucca housing and 550 sft. To 850 sft. Flat
construction projects along with sites and services projects
with plot sizes varying from 1.75 katha to 5.00 katha. Prices
of these houses, flats and plots were payable in installments
and on hire purchase basis.

| Rural housing: |
| So far, the implemented housing
projects in the urban areas of Bangladesh. Although, the government
has implemented a few sporadic rural housing projects viz. cluster
village ideal village projects etc. in the rural areas but those
are very meager compared to the needs of the vast majority of
rural poor. On the other hand, the grameen bank and few NGO`s
are also providing loans for rural house building which has
opened a new area in the field of rural housing of Bangladesh
though they could serve a limited number of rural population.
To give an impetus to the rural housing sector of Bangladesh,
a co-ordinated effort has to be taken by the government, the
NGO`s, the CBO`s and the financial institutions. Formulation
of a proper institutional and legal framework for actively
participating in rural housing is in the process, which has
been included in the National Housing Policy.
The Dhaka Urban Infrastructure Improvement Project –Was
completed in December, 1996. The cost of the project was Tk.
3797.75 lakhs. An area of 38 hectares was development with
necessary service under this project. 3316 nos. This project
was finance of ADB.
The Urban Area Development Project at Kaiballyadham, Chittagong
Was Completed in June, 1997 at a total cost Tk. 2753.87 lakhs.
4282 nos. Plot were developed and allotted to the target group
(Low and middle income people). This project was implemented
with the finance assistance of World Bank.
