Housing could be generally termed as a habitable shelter but its meaning stretches far from merely a shelter. It is the total living environment including dwelling units, land, the neighborhood services and utilities needed for the well being of its inhabitants. On Going Projects

A short description of ongoing projects
At present, 8 housing projects for development of plots and construction of flats are under implementation. A brief account of the 5 important ones are given below.
1. Construction of 500 flats of 1000 sft. each for the govt. officers for selling on hire-purchase system at Mohammadpur and Lalmatia, Dhaka.
The Govt. has taken up a project for construction of 500 flats of 1000 sft. (net area) each for the govt. officers at Mohammadpur and Lalmatia of Dhaka. Under this project, six storied flats buildings will be constructed and those will be sold to the above mentioned target group on hire-purchase basis. Ground floor of the building will be reserved for car parking. Approximate cost each flats will be about 14.50 lakhs. No extra cost will be charged for parking space. It is proposed that a down payment of Tk. 3.62 lakhs will be taken immediately after allotment and the balance amount of cost will be realised in equal monthly installments over a period 1 to 25 years at a 11% interests. The project has commenced in July� 97 and is scheduled to be completed by June, 2003. The flats will be maintained by the owners themselves after completion. The owners will be having a sense of belonging and will also be encouraged to make payment of the installment duly. This type of project has been taken earlier at Mohammadpur, Kallyanpur and Mirpur, Dhaka which are very successful. Similar type of projects for other groups of people are being taken with the aim of solving the housing problem of the city dwellers.
2. Sites and service for development of plots for low and middle income group of people at Sec-9, Mirpur, Dhaka.
This project has been taken up for development of plots with other necessary infrastructures in the already acquired land of HSD at section-9, Mirpur, Dhaka. An area of 168.00 acres is being developed under this project at an estimated cost of Tk. 5489.25 lakhs. The implementation of the project has been started in July 1995 and expected to be complete June, 2003. In this project, 2001 Nos. residential plots of sizes 1.75 katha, 2.50 katha, and 3.5 katha and 279 small industrial-cum commercial plots of sizes varying from katha to 5.00 katha are being developed. The cost of residential plots will be realised from the allottees in installments over a period of 4 years with a down payment of approx. 25% of the total cost within a month of allotment. Although the project was approved by the Govt. for providing site and services plots but at present to accommodate more facilities Govt. is considering for providing multi-storied flats instead of plots. In that case, the project will make a remarkable contribution in solving the housing problem of Dhaka city.
3. Construction of 600 flats (1000 Sft. = 160 Nos, 800 Sft. = 260 Nos, 500 sft. = 180 Nos.) on hire and purchase basis for limited income group of people in Dhaka city.
The approval estimated cost of the project is Tk. 4953 lakhs & it will be implemented on area of 10.00 acres of land. The implementation period has been targeted from 19998-99 to 2002-2003 & flats will be constructed in section No. 1, 2, 14 & 15 at Mirpur, Dhaka. The land was acquired by H & S Directorate in 1960. The estimated cost for each flat of 1000 sft, 800 sft, 500 sft are Tk. 7,737.84, Tk. 6,163.85 & Tk. 4,134.63 respectively excluding the down payment. Application for allotment from the intending person will be received along with earnest money of Tk. 40,0000.00, Tk. 30,000.00 & Tk. 20,000.00 for the flat of 1000 sft, 800 sft & 500 sft respectively. After due scrutiny of applications, allotment will be made through lottery if necessary. The allotte will have to deposit the amount of Tk. 90,000.00, Tk. 80,000.00 & Tk. 50,000.00 excluding the earnest money as 1st installment for each flats of 1000 sft, 800 sft & 500 sft. respectively within 1(one) month from the issue date of allotment. The down payment for different floor area of flats are within the limit 25% of total cost of each flat. The rest amount will be realised in 25 years through monthly installment including 13% interest as per H.B.F.C. procedures.
4. Sites & Services Scheme for low & middle income group of people at Kushtia (3rd Phase).
This project is under process of approved at an estimated cost Tk. 1159.35 lakh & it will be implemented on an area of 84.18 acres of land. The period of implementation of the project scheduled from 2001-2002 to 2002-2003. The land for the scheme was acquired earlier. There are 887 nos. of different sizes residential and 20 Nos. commercial plots are existing in this project. The rate of the serviced residential plots is @ Tk. 50,000.00 per katha. The cost of the plot excluding down payment will be realised in 4(four) installments with 13% interest within two years. The down payment is fixed on the basis of 25% of the plot cost. The earnest money deposited along with the application will be adjusted as down payment. Allottee may deposit the full amount in 1(one) installment if desires.
5. Sites & Services Scheme for low & middle income group of people at Natore.
This project is under process of approved at an estimated cost Tk. 120.24 lakh & it will be implemented on an area of 8.61 acres of land. The period of implementation of the project scheduled form 2001-2002 to 2002-2003. The land for the scheme was acquired earlier. There are 94 Nos. of different sizes residential and 33 Nos. commercial plots are existing in this project. The rate of the serviced residential plots is @ Tk. 37,000/- per katha. The cost of the plot excluding down payment will be realised in 4(four) installments with 13% interest within two years. The down payment is fixed on the basis of 25% of the plot cost. The earnest money deposited along with the application will be adjusted as down payment. Allottee may deposit the full amount in 1(one) installment if desires.
6. Projects proposed for implementation during the next five Year Plan.
Bangladesh, with a population of 123.1 million has one the highest population density in the world. The economic development is far from satisfac6ion and the GNP per capita is US$ 363. A large portion of the population live below the poverty line and are deprived of habitable shelter along with other basic services. The present democratic government is trying its best to fulfill the basic needs of the people. The NHA has placed proposals to the government for implementation of flat construction projects, sites and services projects and projects for rehabilitation of the destitutes and resettlements of squatters during the next five Year Plan period.
